NewCenturyConsulting Acquisitions-Development Consulting-Forward Planning Bill Effinger (Principal) As President of Shapell Industries of San Diego, Bill was responsible for creating and processing the entitlements for the original land plans of Rancho Carmel/Carmel Mountain Ranch, subsequently developing and building thousands of homes within the multiple subdivisions of Mission Ridge, Mission Greens & Presidio Place in San Diego, Monarch Place and Monarch Terrace in La Costa/Carlsbad, Encinitas Estates & Camino Park, as well as completing the approval processes for Wiegand Plaza and companion residential and commercial developments in Encinitas. Bill also carried a dual role as Executive Vice President of the parent NYSE listed Shapell Industries. In this Capacity, he had over site responsibility for Division Management and development processing of all subsidiaries of the company, taking him to the Arapahoe Basin & Denver Colorado, San Jose, Sacramento, Danville, Simi Valley, Thousand Oaks & Orange County, California, adding a broad geographic experience to his career. “New Dimensions for Living” became the creative company formed by Bill to design and build two prototypes, one in North Park and the other in Golden Hill, which won an award from the San Diego Housing Commission for “The Most Creative Affordable Housing Concept" in 1985. After getting National publicity beginning with the Pacific Coast Building Conference in San Francisco, the concept was acquired by a national public company in Boston Massachusetts and then "shelved" by it's Board of Directors when the company began to suffer financial difficulties in its main product lines of roofing and siding. The original concept remains viable today. Bill has been a guest lecturer on the subject of entrepreneurism at several colleges and universities, among them, Babson and MIT in Boston, Arizona State and National University. Published locally and nationally, Bill has also been a building industry seminar leader in various cities. He created a successful twelve week course for the Greater Boston Building Association entitled “How to Survive, Succeed and Grow in the Building & Contracting Business” and is Publisher/Editor of the San Diego Commercial Real Estate News Newsletter: http://www.sandiegocommercialnews.com Kirk Effinger has been active in the real estate development industry for over four decades, principally in the areas of wholesale lumber sales, field supervision, project management, site acquisition, and mortgage lending. He first worked in the industry as a boy weekends and after school on projects built by his family’s construction company. After being honorably discharged from the Air Force during the Vietnam era, he began his life-long career in the real estate industry. He first worked as a wholesale lumber salesman supplying construction lumber for some of Southern California’s largest framing contractors. He later moved on to work as a construction superintendent for Shapell Industries. He later joined New Dimensions for Living, where he worked as a project manager. Kirk spent the next twenty-five years in real estate finance with some of the nation’s largest mortgage lenders. As a loan officer, assistant vice-president, and corporate vice-president, he developed a reputation for integrity, knowledge, and creativity with client relationships that span decades.
Bill Effinger has several decades of hands-on experience as a developer; builder of homes and commercial projects; mortgage lender; sales; leasing; forward planning consultant and land acquisition specialist. As the Former Mayor of Buena Park California Bill Helped sponsor the first American student participation in President Eisenhower's People to People Program. A long time member of the NAHB, Bill was an appointed member of the National Marketing Committee, National Education Chairman of the Remodelers' Council and has had many of his cogent industry related articles on marketing and management published in the NAHB Business Journal, National Association of Realtors Magazine, Boston Business Journal, and Builder Magazine.
During his tenure as President of Shapell, Bill developed a reputation for getting things done, and was asked by then Mayor Pete Wilson to head up the fund raising effort for what was to become the successful "Save our Canyons" bond issue wherein all of the Canyons in the City of San Diego were purchased and thereby "saved" from future development. The Bond was the only one to pass that year in San Diego County. Subsequently, Mayor Wilson asked Bill to lobby the California legislature on behalf of the City of San Diego, to urge the passage of the periphiral canal legislation that year. Bill was also instrumental in the passage of the California Vested Rights Law for Tentative Subdivision Maps, appearing before the California Assembly on behalf of Developer Paul Chang and all California Developers.
Bill left Shapell after eight years in 1981, first to explore the world of consultancy, where he successfully negotiated and received SD County Board of Supervisors approval for the second border crossing and subsequent development plan in Otay Mesa, after his clients had struggled for 16-years without success.
Bill's experience of helping manage Shapell Industries, Inc. led him to create a computer based business management tool marketed and sold nationwide as The Competitive Edge. He then set out
to pursue his dream of developing an Affordable Housing product that could be produced on a large scale within the in-fill areas of cities throughout the nation.
Bill has an excellent track record for receiving government approvals on large and difficult commercial and residential development projects while specializing in commercial and industrial development, land acquisition and sales. His negotiating and marketing skills are exceptional.
Kirk Effinger (Associate)
In keeping with his strong belief in being actively involved in his community Kirk Effinger, a San Diego native and North San Diego County resident for over twenty-five years, has held a variety of volunteer and appointed positions. Kirk was a member of the City of San Marcos’ Traffic Safety Commission for twelve years and chaired the body for eight. He has held other appointed San Marcos city positions, including as a task force member of two different Affordable Housing Task Forces and most recently on the city’s University District Task Force. Kirk was a founding board member of the Panorama Teen and Family Resource Center. In 1995-96 he co-chaired the San Marcos Unified School District’s Facilities Task Force and was a member of the steering committee that successfully led a campaign to approve a $26-million facilities bond, the first such measure successfully approved in the district in over twenty years. More recently, Kirk was a key member of a steering committee that was successful in defeating a proposed “no growth” measure in San Marcos, Proposition O. Kirk is a board member of the San Marcos Chamber of Commerce, and chairs their Communications Committee. Since 2006, Kirk has been a board member of the Valley of Discovery Education Foundation. Kirk is a Past-President of the Kiwanis Club of San Marcos and a current member of the Rotary Club of San Marcos and was recently appointed that club’s Treasurer for the 2010-2011 administrative year. Kirk is a 2009 graduate of California State University San Marcos’ “Leadership North County” program.
Kirk has spoken on behalf of development projects over several decades in numerous jurisdictions, including the Oceanside City Council, San Marcos Planning Commission and City Council, San Diego County Planning Commission and Board of Supervisors, and the California Public Utilities Commission. His commentary on the subject of development is routinely published in the North County Times newspaper and on line. His knowledge of the “nuts and bolts” of site development allows him to relate to the modern requirements of today’s industry. His network of government and industry leaders has proved to be an invaluable asset in his role as a real estate consultant.
