The arcane world of economic redevelopment may get a makeover by California's new governor as part of a plan to put billions of dollars into the pockets of cash-starved schools and other government operations.
The prospect is stirring some on Wall Street to wonder whether contractual obligations to repay borrowings might fall short and create an even bigger budget mess. It is also making redevelopment agency officials nervous about their prospects.
